The Supreme Court's verdict, which favors BSTC candidates for primary school teaching positions, could impact the recruitment of around 1.70 lakh teachers in Bihar.

 

The controversy stemmed from a notification by the National Council for Teacher Education (NCTE) in June 2018, which stated that B.Ed degree holders would also be eligible for Level-1 teaching positions, with the requirement of completing a bridge course within six months of appointment. This sparked a nationwide debate and triggered a face-off between BSTC and B.Ed degree holders.

Subsequently, numerous petitions were filed both in favor of and against the notification, leading to a prolonged legal battle.

 

Supreme Court's ruling provided relief to BSTC candidates across the nation, categorizing only those who had completed BSTC as eligible for primary education teaching roles. The Court also invalidated the Central Government's notification dated May 30, 2018, placing its endorsement of the state government's policy. The decision was delivered by a bench comprising Justice Aniruddha Bose and Justice Sudhanshu Dhulia.

Considering this judgment, the ongoing Bihar Teacher Recruitment campaign by the Bihar Public Service Commission (BPSC) could potentially see an impact. The recruitment drive, initiated in June 2023, aims to fill a staggering 1,70,461 vacancies in teaching positions across various levels. The positions include 79,943 Primary Teachers (Class 1 to 5), 32,916 TGT Teachers (Class 9-10), and 57,602 PGT Teachers (Class 11-12). Notably, around 7.4 lakh candidates applied for Class 1 to 5 positions, with nearly 5 lakh applicants possessing B.Ed degrees.

 

As of now, the Bihar Public Service Commission (BPSC) has not issued any notification in response to this matter. The Bihar Teacher Recruitment Examination is scheduled to be held from August 24 to August 26, 2023. Aspirants with B.Ed qualifications are advised to regularly check the official BPSC website for the latest updates.
